The MD Handgun Qualification License firearms safety training, required by the Maryland Law, is a total of 4 hours which includes classroom instructions & and a live fire segment. The training includes, at a minimum:
• State firearm law - Overview of the State firearm laws, including discussion of what constitutes a regulated firearm, how to properly purchase or transfer a firearm, where allowed to carry or transport a firearm, when necessary to possess a carry permit, who is prohibited from possessing firearms, and state law relating to minors, permissible levels of force, and use of deadly force.
• Home firearm safety - Overview of handgun and firearm safety in the home, including discussion of access to minors, locking and storing of firearms, and use of safety devices, such as secure lock boxes.
• Handgun mechanisms and operation - Overview of the proper operation and safe handling of a handgun, including cleaning and maintenance, the loading and unloading of ammunition, and the differences between revolvers and semi-automatic handguns.
• Operation and Handling Demonstration - Orientation component that demonstrates the person’s safe operation and handling of a firearm, to include a “live fire” component in which the applicant safely shoots the firearm.

Approved HQL training courses are offered by Maryland State Police approved Qualified Handgun Instructors who have established an account through the Maryland State Police e-gov site. Training is valid for 3 years and must be completed prior to submitting an application for a Handgun Qualification License
All HQL applicants approved on or after January 1, 2021, will receive, via email, a notification that the application has been reviewed and approved. Attached to the email will be a pdf of the Handgun Qualification License (HQL). A printed copy of the pdf, or an electronic copy of the license, must be presented to a dealer or any other person, prior to selling, renting, or transferring a handgun, in accordance with MD Public Safety §5- 117.1 and COMAR 29.03.01.06. The discontinuation of printing of the HQL license will expedite the final process of the HQL and ultimately decrease the time it takes for the applicant to receive their HQL.

Note: If you come into class under the influence of any drugs or alcohol the instructor has the right to ask you to leave and NO refund nor will a future class be available.
The MD Wear and Carry Permit training, required by the Maryland Law, includes 16 hours of class room instruction and live fire, approved by the state of Maryland, for an original application. The approved training is offered by a Qualified Concealed Carry instructor and the curriculum will include at a minimum:
• MD state firearm law,
• Understanding conflict avoidance and situational awareness,
• Home security and home defense,
• Shotgun and AR-15 basics,
• handgun mechanisms and operation,
• The legal use of force (understanding what to do after an incident)
• Defensive shooting
• Violent encounters and their aftermath,
• Gears and gadgets
• A component that requires the applicant to demonstrate gun safety and proficiency with a minimum score of 70% accuracy.
• All applicants must shoot a course of at least 25 rounds, from no further than 15 yards and score at least 70% accuracy.
• Designated security personnel (security guards, private detectives, special police, and armored car drivers/guards) must shoot a practical police course of at least 50 rounds, from no further than 25 yards and score at least 70% accuracy.
Please refer to the Maryland State Police site for approved for Wear and Carry reasons. Examples below:
• As of July 5th, 2022, Maryland NO LONGER requires you to have a Good and Substantial reason to wear, carry. You can apply for it under Personal Protection reason. Background checks are still required!

• The $220 balance is due prior to class

• Passport Photo = $15 average (location dependent)
• Application Assistance = $10

• 50-100 rounds of ammo ($$ ammo available for purchase at the range) (Note: NO steel casing ammo allowed at the range)
• Firearm ($$ rentals available at the range)
• 2-3 magazines
• Eye and Ear protection ($$$$ rentals available at the range)

NOTE: We encourage each student to bring the handgun that they will carry concealed to use on the range which will be conducted on the SECOND DAY of class. All personal firearms and ammunition brought must be unloaded and cased, and kept locked in the student’s vehicle until specific guidelines are provided by the instructor.

Please note that this course satisfies all of the Maryland State Police requirements. Individuals need to ensure they meet the defined qualifications to receive the Maryland Wear & Carry. Arms Safety 101 guarantees the training "only" to meet the requirements for the Maryland Wear & Carry Permit not the approval of your application.
